Steps to reproduce (assumes ChromeVox or similar)

  1. Create a new space in Kibana or log into a fresh instance
  2. Log in and/or select the new space

Actual Result

  1. Screen reader announces "Kibana" but then nothing when the context changes to the Add Data to Kibana page

Expected Result

  1. Screen reader should announce "Add Data to Kibana", optionally read more instructions, and auto-focus an element, perhaps the "Add APM" button

More broadly, the issue is that React SPA routing isn't accessible. This issue is the same for every link that React handles that doesn't do a full page refresh.
