Actual Result

  1. Nothing is read in the way of a header or instructions for the user

Expected Result

  1. The page should annouce the header and read instructions

Pinging @elastic/kibana-app

Issue seems to be resolved in 7.x branch - I could easily/as expected navigate the page using Voice Over in Chrome.

I fixed a small issue in Kibana in #41970 and there are some other small issues in EUI but overall the page is OK imo so I'm going to close this issue. (EUI has its own accessibility work tracking.)

If you run into this again, ping me so we can run through it together.

Rereading this, rather than navigating the page, if this issue is referring to the more general issue of inaccessible routing throughout Kibana, I'm going to leave #28379 open to track that (which is the same root cause).

Right now, only links that cause a full page refresh (which is a React anti-pattern) will be accessible from a routing standpoint so we need to fix React routing for the SPA portions of Kibana.
