[Renovate] Improve insight of renovate prs

Summary

I find it hard to see what renovate is doing under the hood, wondering if I will ever see a new release pr or if renovate just does not like me. They have a dashboard but with only logs of builds it's extremely useless. This PR enables the DependencyDashboard which will create an issue to track and manage renovate slightly better. The main intent of this is to gain insight as to why some renovate builds are being blocked.

If this issue creates too much noice and is not desired we can revert back to it being disabled.

I don't remember exactly why we disabled it in the first place, but now that we're using renovate for very targeted things I think it makes sense to re-enable it.

For us it was just a little annoying to have it constantly updated. But I want to see if this helps to unblock certain renovate PRs from being created.
