[Alerting] Add "Start trial" button for connectors

Summary

When Kibana is certain actions (connectors) disabled due to insufficient licensing we now display buttons that lead to both the Subscriptions page and the License Management page (where the user can start a trial).

For 7.7 we won't be able to show different text depending on the current state, but rather we show the above text in any situation (be it in Basic or OSS).

Presumably we'd like to have text that talks about the free trial instead?

Only thing I'm wondering about is that BASE_PATH from the license mgmt plugin. I didn't see any other references to it, beside us, and the plugin itself. Wondering how fragile this is. Would it be possible to add a test to try traversing the link to it, make sure we land on the license management page? Not sure how we'd check that. What I'm worried about is that somehow the page would move, so the link would be broken, but the test would continue to pass.

The reason you can't find a reference is because all the other apps have this link hard coded in their code- which is far more brittle IMHO.
By using the variable exposed by the app it self we ensure that if it changes there, it'll change here too. And if it's removed - the branch that removes it will fail to type check.

We could add an FT that navigates to the management page, sure, but we haven't done that kind of thing with any of the other links, which is why it didn't occur to me to add one here. I don't mind adding one. 🤷‍♂
