Why can't Polkadot version all of their packages the same?

It isn't quite as bad as it feels. The utils and crypto-utils are versioned differently, and the rest are the same.
Why? Not sure.

Goal
The goal of this PR is update the dependencies of the Api Augment package so that it can be used with the latest
@polkadot/apilibraries.
