Use colcon for Windows building compilation

Fixes gazebosim/gazebo_test_cases#1575

Summary

The from-source installation of the tutorial does not work when no conda-forge Gazebo packages are available due to be in a prerelease time or any other delay that conda-forge could suffer. The PR changes to use vcs+colcon to obtain the sources from gazebodistro.

I've also updated the example versions from 1 or 2 to be 14 or 15.
