Hello

When we set an external issue manager in a repo we can't access to PR from main pull webpage.
Link target an issue and not a pull.

As example :
From https://git.spip.net/pulls each PR should be redirect to a local PR and not external issue.
First link target https://git.spip.net/spip/spip/issues/16 but should be https://git.spip.net/spip/spip/pulls/16
