Should we render http://www.openstreetmap.org/way/35876652 and http://www.openstreetmap.org/way/31427818 earlier than zoom 10? Moved discussion from #420

I think that it is a good idea. On ideal map I would render it across all zoom levels, with threshold for rendered area size to avoid rendering of single reddish pixels (area of 25 pixels as minimal size?).

Places like Semipalatinsk Test Site would be well visible even on z4 (~18,000 km²).

I have no idea whatever is possible to render it without straining server - though tile.openstreetmap.fr renders landuses for all zoom levels, so it may be doable (see http://tile.openstreetmap.fr/?zoom=3&lat=48.97634&lon=2.99525&layers=B0000000FFFFFF ).

Why to we need an upgrade?
tile.osm.fr renders military right now also at zoom 10, danger area with no limit.
Semipalatinsk Test Site http://www.openstreetmap.org/way/42216949 is rendered at zoom 9, my first example http://www.openstreetmap.org/way/35876652 at zoom 10.
So the limit of the way_area defined in #941 seems to low at least for military.

Makes sense for me. I guess we could show earlier also industrial areas (like quarry) if they are big enough, because some of them are really huge and make important part of the landscape.
