Do we want casings around water at low zooms?

I believe it is possible to join water features in a way that would allow us to put a casing around them without lines where they are broken into smaller areas (e.g. long rivers).

I think it would perform okay on higher zooms.

Would this be cartographically desirable?

I am not sure is it the best way to fix this, but sometimes water features are nearly invisible - for example http://www.openstreetmap.org/?mlat=30.0577&mlon=78.5045#map=12/30.0577/78.5045 or http://www.openstreetmap.org/?mlat=50.09906&mlon=19.90122#map=19/50.09906/19.90122

The water examples from given locations are still not too visible.

Is this solution still needed? For me water color change in #2654 makes it not necessary - at least in both examples.
