Fixes #1041

Both PyPI and test PyPI has been configured as following:

Publisher information:

Publisher name: GitHub
Workflow: pypi-publish.yml
Owner: ietf-tools
Repository: xml2rfc
Environment: release

Release GitHub environment has two protection rules:

Workflow can only be run by member of ietf-tools/dev.
Branch limited to main.
