chore(policy files): Update SECURITY.md to V0.0.9 (microsoft#31775)

Prompted by microsoft#31738. There's
an updated `SECURITY.md` at
https://github.com/microsoft/repo-templates/blob/main/shared/SECURITY.md.
This PR pulls that into Playwright.
