Launcher crashes during some kinds of windows sleep #1330

We've gotten a couple reports about launcher getting wedged during a weekend of sleep. Digging through logs, and docs, our best guess is that the Windows DAM system throttles the CPU on process. This causes osquery to stop responding to healthchecks, and when launcher restarts it, everything is too cpu throttled to succeed.

We added logging for this case in #1248

And we think this was fixed by #1284

But we can reopen if needed
