Is this a bug fix or adding new feature?
What is this PR about? / Why do we need it? fixes #994.
This brings kustomize in line with helm, we should not be "releasing" a kustomize template until after the images it references actually exist!
Helm works because we only merge the main branch changes and release helm chart after image verification. But, for kustomize the "release" is done in the release branch, so we have to make a post-release PR.
