🐛 Update controller-runtime dependency to v0.18.5

What this PR does / why we need it:

The PR updates controller-runtime dependency to v0.18.5 to catch up with three bugfixes introduced there:

• 🐛 Suppress API server warnings in the client by @k8s-infra-cherrypick-robot in [release-0.18] 🐛 Suppress API server warnings in the client controller-runtime#2890
• 🐛 AddMetricsServerExtraHandler: Info takes key/value pairs by @k8s-infra-cherrypick-robot in [release-0.18] 🐛 AddMetricsServerExtraHandler: Info takes key/value pairs controller-runtime#2917
• 🐛 Recreate watcher if the file unlinked and replaced by @k8s-infra-cherrypick-robot in [release-0.18] 🐛 Recreate watcher if the file unlinked and replaced controller-runtime#2919
