*: Prepare v0.34.0 release

I would like to release a new version of libp2p (v0.34.0) and new versions of its sub-crates.

I would suggest to wait for #1917 to be merged before proceeding here. I don't think it is worth blocking the release for #1916. #1899 is blocked on a new release of snow (see #1899 (comment)).

@quininer @romanb do I understand correctly that we will hold off with #1889 for now?

I do not plan to release a new version of libp2p-secio given its deprecation. Objections? I would even suggest removing the code in the future, only leaving a note with a reference to an older commit.

I hope tokio 1.0 is included. I don't mind delaying #1889, because it has no API changes, so it can be released in a patch version.
