Describe the bug

Since v1.1.0-alpha.0, we set the default Google Cloud SQL proxy version to 1.26.

However, based on tests, it seems Google Cloud SQL proxy 1.26 / 1.27 are not stable under high load / high connections and will crash/restart in a few minutes.

We will revert the default Google Cloud SQL proxy version back to 1.11 in the official release of Magda v1.1.0.

If prefer higher version, user can manually set image version via Helm chart config
