Adds continuous delivery (using auto, same as magic-sdk)

Before this goes out, we'll need to add the following ENV variables in CircleCI:

  • GH_TOKEN - repo-scoped access token for GitHub
  • NPM_TOKEN - NPM access token with publishing rights
