Add documentation about `BorrowedFd::to_owned`.

Following up on rust-lang#88564, this adds documentation explaining why
`BorrowedFd::to_owned` returns another `BorrowedFd` rather than an
`OwnedFd`. And similar for `BorrowedHandle` and `BorrowedSocket`.
