Background

As a user, I want a table of contents at the top of each blog post, so that I can get a sense of the structure of the content (and jump ahead to whatever part I'm most interested in).

As a developer, I want a table of contents so that I can add tracking to the links and get a better sense of how my readers engage with my posts.
