separate user with lower privileges: ppdevautomation@ppdevtools
password is set as repo secret: PASSWORD_PPDEVTOOLS
to refresh the password, use admin.powerplatform.com of our ppdevtools tenant, then update the repo secret & KV
password stored in KV: https://ms.portal.azure.com/#@microsoft.onmicrosoft.com/asset/Microsoft_Azure_KeyVault/Secret/https://toolscorebuild.vault.azure.net/secrets/ppdevautomation-on-ppdevtools
