Those utilities were previously part of the PHPCompatibility standard and now, as many of them and a lot new, are general-purpose, reusable by other standards, they are a separate (meta) standard.

Update all the components:
So we are using exactly the same component used by moodle-cs, CiBoT and moodle-plugin-ci.
Also, prepare a new minor release, so this will be incorporated without merge commit.
