Update assigning host/port in redis when url is not available

Description

Our parsing of the connection string for redis was missing when you use host and port instead of url. This is preventing the AWS entity relationships from properly linking calls to elasticache redis instances.

Acceptance Criteria

Properly assign host and port when connecting to redis with host/port
