Add two new OSUOSL hosted arm64 release machines to replace the Equinix ones that are going away at the end of November 2022. Updates the playbook for centos7 to drop devtoolset-6 which is no longer required since Node.js 12 went End-of-Life (Node.js 14 and 16 use devtoolset-8 and Node.js 18 and later are not built on centos7).

These machines are live. I've marked the arm64 release containers running on the Equinix machines that are due to go away at the end of November 2022, offline. nb. I had the commit from this PR on top of #3047 when I Ansibled the new machines so they are running Java 11 (centos7) and Java 17 (RHEL8) instead of Java 8. |
