Add present_in_taxon statements (#3172)

* Add present_in_taxon statements for male and female external genitalia to ensure they work in both mammals and insects.

* Tweaked the 'external male genitalia' definition.

* Add present_in_taxon statements for male and female external genitalia to ensure they work in both mammals and insects.

* Tweaked the 'external male genitalia' definition.

* Remove mammal-specific part of definition.
