Thanks for the approvals, @praveksharma @SWilson4 -- one thing I forgot to ask in the call: Any chance the aarch64 building can be improved? I heard you mention some oqs-arm runner, right? Could that be deployed here (instead of waiting 103 minutes for CI to complete?

I'd imagine it could be sped up considerably. I used the arm runner to build Docker images on open-quantum-safe/ci-containers#85, and the builds on it ran in roughly the same time as the (non-emulated) x86_64 builds. The runner is called oqs-arm64 (use it just like ubuntu-latest).
