Is your feature request related to a problem? Please describe

MacOS agents AMI need to have some specific's installed to make sure it can be used as an agent, the main being jdk8 to match the public jenkins java version, also required other specific python packages locked to specific version to execute the execute build_workflow and assemble_workflow.

Describe the solution you'd like

Formalize the MacOS AMI creation using packer. This allows to know the configuration of AMI that is being created which allows to be re-producible in future and can be enhanced based on the requirement.
