What the PR does
Updates the WhatsNew document based on the list of changes given in
https://github.com/pc2ccs/pc2v9/milestone/2?closed=1
Also includes notification that EWTeam has now been removed from the PC2 distribution.
Issue which the PR addresses
Partial fix for #929 (still need updates to the Admin Guide and WTI Team Guide in order to complete #929). This PR replaces PR #930, which didn't include the notification about EWTeam removal.
