Description

This PR contains the changes from my previous PR that are relevant to extended wheel reports. It can be merged independently.

An additional flag is added:

• WHEEL_EXTENDED_REPORT

In the event of a merge conflict with PR 24423, refer back to my previous PR which contains the merged changes.
