The default GHA artifact retention limit is 14 days. Pull this in a bit to 7 days. This will free up space a bit sooner.

Having GHA artifacts was useful before Conda uploads were configured. Also was needed to debug many of the previous PRs. However now that things appear to be setup and working ok, am turning this off. We can always re-enable in specific PRs as needed.
Also set the retention limit to 7 days. That way if we need to enable GHA artifacts again, they won't stick around as long (14 days was the default).
