and related? (This could've been dropped for LLVM 9 already.)

I'll make the requested changes and run the relevant docker CI locally to make sure of the att_syntax removal.

A lot of the asm! tests were marked with no-system-llvm because they required LLVM 10. This can now be removed.

- [You can now use unicode for identifiers.][83799] This allows
  multilingual identifiers but still doesn't allow glyphs that are
  not considered characters such as `#` (diamond) or `<U+1F980>`
  (crab). More specifically you can now use any identifier that
  matches the UAX #31 "Unicode Identifier and Pattern Syntax" standard. This
  is the same standard as languages like Python, however Rust uses NFC
  normalization which may be different from other languages.
- [You can now specify "or patterns" inside pattern matches.][79278]
  Previously you could only use `|` (OR) on complete patterns. E.g.

Update the minimum external LLVM to 11

With this change, we'll have stable support for LLVM 11..=13.
For reference, the previous increase to LLVM 10 was rust-lang#83387.

With this change, we'll have stable support for LLVM 11..=13.
For reference, the previous increase to LLVM 10 was rust-lang#83387.

Update the minimum external LLVM to 12

With this change, we'll have stable support for LLVM 12 and 13.
For reference, the previous increase to LLVM 10 was rust-lang#83387,
and this replaces the pending increase to LLVM 11 in rust-lang#90062.
