This updates to latest PA release and adjusts the CMakeList.txt to the SCWin build system. With this change we are using plain, latest PA in the Windows build (the old state contained lot's of build related patches puzzled together from various sources). This, and @awson's hidapi PR and a forthcoming PR to SC master (based on @awson's PR to SC master too) form a unit to update the Windows build system and allow for building with latest MSYS2.
