Description

The command line arguments for ansible-lint have changed. This PR updates them to ignore all current lint errors.

Apparently the Python cryptography library now requires Rust in order to build on Alpine under Docker. This PR adds the rust and cargo packages to the Dockerfile.

How Has This Been Tested?

The GitHub Actions should now pass.
