While the REST tests I re-added are able to pass when run by themselves, it's become clear that they are upsetting the system state for the remaining tests that run after them, causing many errors and failures. I suspect a temporary user is not properly being deleted somewhere, but is not raising any alarm. Until I figure out what's going on I am removing these bad tests so we can continue using our test pipeline.
