Clock & Delay constraint refinements

• Setup/hold delay constraints (-min/-max in SDC)
• Period is Optional for generated clocks
• Inverted clocks are done with create_generated_clock -invert. Negative divisors accomplish this.
• Small fix for Yosys uncertainty value
