I ran into a minor issue building the CoreAPI (C#) service in the past month; please let me know if there's any questions

Red Hat/IBM have ended support for CentOS
Update docker base image for CoreAPI to use official Microsoft dotnet image


          Switch to MS docker base image, from EOL CentOS
