The requirement that ordering of links in the toc nav match both the spine order of content documents and the order of elements within them has been reduced to a recommendation.
I believe epubcheck already emits a warning, but we have an additional message that this issue is still under review that can be removed.
Are you at least going to leave NAV-011 as a warning? Our reading system has some navigational issues if the TOC and reading order don't match. (Keeping it as a warning seems consistent with it being a recommendation now instead of a requirement.)
