https://w3c.github.io/server-timing/#server-timing-header-parsing-algorithm does not clearly seem to account for server-timing arriving multiple times in independent header lists. Would you basically end up with a lot of entries? Is this tested?

(Relates to #55 and whatwg/fetch#980.)
