• Update Black version to 24.3.0 in requirements-dev and pre-commit config file
• Run Black 24.3.0 on every .py file

Can we update .git-blame-ignore-revs with f7fbb22 and then not squash merge?

I guess it could be squash merged and then update, but that seems clunkier.
