Related PRs:

This PR moves the block mobile toolbar and moves the settings and more buttons to the header toolbar.

To test CI checks should pass and manual testing should be done following Gutenberg's PR description instructions.

PR submission checklist:

  • I have considered adding unit tests where possible.
  • I have considered if this change warrants user-facing release notes more info and have added them to RELEASE-NOTES.txt if necessary.
