Prepare for release

This updates the readme and cargo.toml for the 0.10 release. No need to merge until release time.

But I think @StarArawn used to create a bit more of a detailed "Changelog" for releases. I think for this one though, we can just focus on getting it out the door?

I believe those release notes can be / have been automatically generated by github through the releases UI, so no worries there.

Since StarArawn is the only one who can publish the crate, I assumed he'd want to do the final github release and crate publishing very shortly after that.

This PR is just the last tiny bit of work I thought I could pick up. No need to merge until it's release time. Updated the PR description with some more info about the objective.
