Dev: Allow analysts to view/edit "Rejected" email associated with a sub-category before saving #2355

Moved this ticket back to planned as not much work was done on here. Some changes in AC were made to the action needed ticket (which this ticket ideally should rely on from an architectural perspective) - so this needs to wait on that as otherwise it'd be a hamster wheel sort of situation |

Per conversation in design/product meeting, this ticket need to be pushed out a couple of sprints (per decision by @abroddrick ). This ticket is related to the the work from #1901, and a follow-on ticket suggested in today's design/product meeting. #2355 will need to wait #1901 closes and the follow-on ticket is completed. |

Issue description
In #1578, we allowed analysts to select a specific reason for rejection and for an email to be sent to the requestor. In this issue, let's display the text of the email template once the category is selected, letting analysts review the template (confirming it meets the need), and then send out an email.
