Tilemap completeness

This is a meta-ticket for all issues concerning the Tilemap (in progress)

bugs:

• Map is recreated too often #8823: main problem why map gets sluggish
• High settings of max zoom make heat map not accurately reflect the data #8763: heat map does not work well 'automagically' (see also Option to plot intensity in the heatmap on the logarithmic scale #5946)
• Filter geohash_grid aggregation to map view box with collar #8087: limit the results we get back based on the map's extent. There's an existing community improvement we could incorporate (nreese/enhanced_tilemap@439200e) (see also Tilemap bounding box filter should modify the existing filter #3731)
• Circles all have same color when using count aggregation #7918: coloring of circle is not meaningful
• Tile Map tooltips near edges of map are cut off #8799: tooltips get cut off
• Tilemap Heatmap error - possible cleanup issue #6226: dashboard errors when adding heatmap (also Uncaught IndexSizeError: Failed to execute 'getImageData' on 'CanvasRenderingContext2D': The source width is 0. #6343)
• Tilemaps always make the appStatus dirty #8768: rendering issue. map is buggy and does not accurately notify of completeness
• Tile Map data clipped at previous spy panel location #10019: clipping issues with spy-panel

enhancements:

• Coordinate Maps: auto fit data bounds #2054: fit data to bounds
• Geo polygon support in maps #7572: ability to draw boundaries on a map to limit selections (ES supports this)
• [Map] Enable Zoom with scroll wheel #7778, Mouse wheel / touchpad pinch support for map zoom #2645: enable scroll-zooming
• Consider removing dependencies on 3rd party APIs for user settings #8584: we currently expose Leaflet specific settings in the kibana.yml that would not transfer to other mapping products (3D, continuous zoom, different projections, ..)
• Display journeys on a tilemap #8173: ability to show raw vector data stored in ES
• Expose Tile Server Config at Visualization Level #7784: allow configuration of the tile-server at the vis-level
• Vector Maps / Choropleth Maps / Shapefile based fill maps #5039: choropleth maps: aggregate ES-responses on choropleth maps (cf. https://github.com/stormpython/vectormap for example)
• Support Stats aggregation with Tile maps and tile map overlays #9841: add stats summary in info box

Consider steps forward
The map implementation would benefit from TLC.

• divorce the map from vislib. Vislib is primarily a Kibana-specific abstraction for XY-charts over d3. Tilemap is neither. (move tile map visualization out of vislib #9441)
• In general, I think Map is recreated too often #8823 is a glaring issue, and should be resolved. However, at the same time, we should look into fixing associated issues. Attacking Map is recreated too often #8823 would also make it easier to improve interactivity ([Map] Enable Zoom with scroll wheel #7778, Mouse wheel / touchpad pinch support for map zoom #2645). Doing Map is recreated too often #8823 will also inform how we should address other issues (e.g. Filter geohash_grid aggregation to map view box with collar #8087).

@tanya, @ppisljar I started this issue to pull together outstanding work for the map. I think the TileMap would benefit from a concerted effort where we try and attack a few issues at the same time. (fyi, the above isn't complete by any means yet, so please consider it a WIP).
