[Lens] drag and drop add instructions on the screen for the user

Describe the feature:

This is a followup on: #51739

When designing advanced drag and drop interactions, we've been considering adding a notification bar on the bottom of the screen. The design didn't specify though when it should be displayed. Some of the options are:

1. Always when dragging
2. Only with keyboard interactions
3. Only when dragging an operation but not the field because field interaction is much simpler (can be just dropped to move, but not to duplicate or swap)

If we decide to implement it, we need to also think about copy we want to put there as it's not an easy problem.
The argument against implementing this would be that it can be distracting for the user because when the bar appears, user's attention is focusing on the bar instead of the dragging/dropping.
