Related issue: Fixed #20549.

Description

Originally, I was against introducing an API for resetting the WebGL state. However, renderer.state.reset() did work before VAO was introduced and it's a compelling argument that this pattern should still work. With this in view I think it's okay to provide a new method that encapsulate the required operations.
