As the Semantic Conventions have their own repository *and* their own release cadence, we don't need to check that they are publishing per each Specification release.

As the Semantic Conventions have their own repository and their own release cadence, we don't need to check that they are publishing per each Specification release.
We should have some of these checks actually moved to the Semantic Conventions repo. This blocks #3474
