What problem does this PR solve?
Issue Number: close #35658
Problem Summary:
This mainly adds tests to ensure new sysvars are not added which could contain uppercase characters. As our usage of the sysvar API becomes more consistent (i.e. #35051 ), we can add more tests to ensure similar correctness.
What is changed and how it works?
A test is added to ensure sysvars are lower case + a minor code change knowing the name is lower case.
